As part of the Luminaire-Level Lighting Control Initiative, demonstration projects showcase the benefits of luminaire-level lighting control (LLLC) technology being used effectively in Minnesota by collecting qualitative and quantitative data. To better understand an LLLC system’s performance and potential energy savings, the LLLC Initiative partners with local businesses by providing technical assistance, monitoring the lighting system’s performance, and sharing the results via case studies and performance reports. This report summarizes the results of our analysis of LLLC systems installed as part of two retrofit projects in 2024.

The Market Transformation Plan is the culmination of the program development stage, where extensive research and planning is done to prepare the initiative for market launch. The purpose of this plan is to summarize key contextual information, lay out the basic program logic and desired end state that informs our market strategy, and present the fundamental market support activities necessary for success.  

This Energy Savings and Market Evaluation Plan focuses on the Luminaire-Level Lighting Controls (LLLC) Initiative. We attempt here to provide a well-thought-out plan for both the estimation of savings, and for measuring market progress, in advance of launching our initiative in the market. As we learn more about the market through additional research and through our market engagement, we will continue to refine and update our approach. 

In July 2022, Minnesota Department of Commerce approved a market transformation portfolio as proposed by Center for Energy and the Environment (CEE) and known as the Efficient Technology Accelerator (ETA). This proposal included an initial portfolio of projects, including one focused on Luminaire Level Lighting Control. In this report, the Cadeo research team presents a market characterization overview, followed by detailed findings for each research activity.
