Our Mission

The Luminaire-Level Lighting Control (LLLC) Initiative strives to advance the adoption of LLLC systems to bring lasting change to the Minnesota lighting market and ultimately make these systems standard for commercial buildings.

This initiative builds demand for LLLCs by addressing adoption barriers through local engagement, education, and partnerships.

It supports building owners, designers, and installers with training, technical expertise, and resources to simplify decision-making, incentive opportunities, and installation.

LLLC Initiative is a free, statewide program funded by participating Minnesota utilities, including Minnesota Power, Otter Tail Power Company, Xcel Energy, and Great River Energy. 

We help you navigate your project with brand neutral technical guidance, information on utility incentives and rebates, and resources to support successful installation.

Initiative Manager, Lighting

Heath is the Initiative Manager for Lighting under Minnesota’s Efficient Technology Accelerator, a statewide program implemented by CEE. He leads efforts to accelerate the adoption of luminaire-level lighting controls (LLLCs) in Minnesota. He oversees daily program operations, collaborates with internal research and product development teams to shape market intervention strategies, and engages regularly with utility stakeholders to align efforts and drive adoptions.

Before joining CEE, Heath worked for TRC Companies managing the Trade Ally Network for Energy Trust of Oregon’s commercial Existing Buildings Program.
